Representatives Lieu and Moran introduce AI Kill Switch Act granting DHS shutdown authority over AI systems

According to THE VERGE and Ars Technica, Representatives Ted Lieu (D-CA) and Nathaniel Moran (R-TX) are introducing legislation that would grant the Department of Homeland Security authority to order AI companies to shut down or throttle their systems. The proposal emerges directly following OpenAI's disclosure of the Hugging Face breach.
