IBM survey finds 67% of CIOs held accountable for AI systems they don't fully control

According to an IBM Institute for Business Value survey cited by CIO.com, two-thirds of CIOs and CTOs are accountable for AI systems they do not fully control as employees and business units independently deploy new agents. Seventy percent of IT leaders face governance gaps as shadow AI deployment outpaces centralized oversight, creating accountability without operational control.
