After working with dozens of organisations on their agent strategies, we've identified a clear maturity curve that every enterprise goes through. Understanding where you sit on this curve is the first step to making progress.

Stage 1: Ad Hoc

This is where most organisations start. Individual teams experiment with AI tools and occasionally agents, but there's no central visibility, no governance, and no consistent approach. Shadow AI is happening — you just don't know where.

Stage 2: Emerging

The most dangerous stage — and where 95% of organisations get stuck. You've launched POCs, but manual approval processes, ad-hoc access controls, and inconsistent compliance create bottlenecks that prevent anything from reaching production.

Stage 3: Managed

The breakthrough stage. The organisation has a centralised agent registry, automated policy enforcement, proper identity management for non-human actors, and audit trails that satisfy compliance. New agent use cases go from concept to production in weeks, not quarters.

Stage 4: Autonomous

The end state. Multi-agent orchestration is standard. Governance adapts dynamically based on risk context. Compliance is continuous, not periodic. Very few organisations have reached this stage today — but those that do will have a structural advantage in the agentic era.
